Summary:
Born in Rome, married, two sons, University
Degree in Mechanical Engineering . Joins the Oil Industry in
1972 after the military service as army officer and a short
work experience in a metal working plant. Remains in the
petroleum business for over 35 years serving three major Oil
Companies thru increasing responsibilities in
Supply, Refining, Logistics, Planning and Wholesale
Marketing. Takes early retirement in August, 2006.
Work Profile:
Chevron Oil Italiana (1972-1984) in Refining, Supply,
Logistics, Operations and Manufacturing. Two years at the
Rotterdam Pernis Refinery, one year at the Corporate HQ
office in Brussels with the Refining&Mfg Coordination Unit.
Responsible of Chevron�s participation in the Sarpom and
Rome Refineries.
API Anonima Petroli Italiana (1984-1989) Head of the
petroleum supply and logistics dept . Significant contribution
given to re-establishing the Company in the international
cargo trade arena thanks to a series of successful commercial
agreements with important producers including Siria, Kuwait,
Iraq , Lybia and Venezuela. Director of Apioil Services (UK).
Kuwait Petroleum Italia (1989-2006) initially as Supply
Manager, then - upon the Gulf War crisis (Aug.1990) - asked in
emergency to set-up and manage a trade team capable of
procuring the entire slate of crude, feeds and refined products
necessary to sustain Q8�s operations in Italy, just tripled
following the acquisition of Mobil Italiana (June 1990), thus
far supplied from Kuwait entirely (9 mln tons/yr).
Scope of the role expanded significantly with the opening
of marketing operations in Spain, and grew further with the
acquisition of a 50% stake in the Milazzo (Agip's) refinery at
the end of 1996.
By 2001 the whole italian and spanish activities upstream were unified and put under a single command,
which gave Stefano the integrated control of operations from
procurement of raw material thru to delivery of the refined
product to the end user, whether petrol station or bulk
customer.
By mid. 2004 transfers from Operations to Wholesale
Marketing and Subsidiaries as Director , to overview Direct
Sales. Manages the various wholesale business segments including marine bunker sales until
July, 2006 when decides to take early retirement and start
own business as private consultant.
Establishes 3BConsulting(Sept.2006) and starts working in the field of biofuels and logistic services dedicated to the biopower generation industry, in rapid growth. Emerges as a reference figure in the biopower feed business by the significant achievements and the reputation gained. Asked to revisit the fuel procurement strategy and policies in place and give recommendations to correct, joins Alitalia SpA in July 2007 and acts as fuel supply and logistic advisor thru to March 2008. Provides guidance and direction to upgrade fuel acquisition policies and practices, pursues implementation to the extent made possible by Company's critical stand. Dedicates to exploring fall-outs of the IMO/Marpol VI revisions onto the Med bunkering business, gives expert advice accordingly.
Contributes to the daily on-line energy publication QE-Quotidiano Energia with a bi-weekly report on raw vegetable oil quotations and market developments, in collaboration with Vegetable Oil Srl. Performs an in depth analysis of the Mediterranean Bunker Fuel Market by refuelling station, current and in perspective (next decade), on behalf os Saras Spa. Indicates lines of competitive positioning most promising. Runs a 360° assessment of the Oil facilities in place in the Port of Civitavecchia, identifies weaknesses/underlines advantages, gives an economic measure of the business potential exploitable by the oil terminal by service segment i.e. ships refuelling, jet A-1 piping into FCO airport and truck loadings to supply terrestrial demand. Interacts with the Port Authority by providing informal advise. Writes articles for the on-line weekly Shipping Magazine "Ship2Shore". Provides counsel to Shell(STASCO), Italpetroli, Galaxy Energy and Rudder(SAM) on various naval bunker-related issues, participates to seminars and public debates on marine&aviation fuel supply&logistics, bio-derived alternative fuels and efficiency chain improvements.
